On March 30 Obama signed the Omnibus Public Land Management Act of 2009. Part of that is the Paleontological Resources Preservation Act, Specifically
Title VI, Subtitle D (select text of legislation, then S.22.ES) . A provision to allow casual collecting is incorporated, but is very vague, otherwise a permit is required to collect any fossils on public land. Looks like change has come.
